Before Menendez visited Yutong, the Venezuelan President Maduro had met Tang at the Diaoyutai State Guesthouse in Beijing on September 22. As the invited enterprise representative of China-Venezuela Senior Mixed Committee, Tang conducted an in-depth exchange on the cooperation issues of both parties with Maduro during the meeting.

In recent years, due to the good cost effective performance of Chinese bus products, the excellent Chinese bus makers like Yutong have entered the overseas market and the annual export amount and unit prices of products are also growing. Early in 2005, Yutong had entered the Venezuelan market. In 2012, Yutong signed a 1.49 billion yuan contract to supply 1,216 buses to Venezuela, which was also the largest bus purchasing order in the history of Venezuela and also made Yutong occupy over 90 percent market share of the local bus market.
